By establishing the rules of circulation and providing for control measures, it is possible to minimize the threat to the stability of the financial system and reduce the use of cryptocurrencies for illegal purposes
Basically saying the desire to fight crime and other illicit activities can also be accomplished by regulating Crypto, so why completely ban it? Now what these regulations will be exactly is what will be worth paying attention to and if certain privacy coins will be targeted regardless, but so far it seems Russia is basically leaning towards making Crypto completely legal but monitored. A prospect that would make the proposed BINANCE cooperation possible.
It wasn't just the ministry of finance that disagreed with the bank's call to completely ban Crypto, the Russian police, parliament and even FSB (counter-intelligence service) all rejected the idea, basically acknowledging it would be next to impossible. Yes the power of Crypto shows itself yet again, and no that doesn't apply to any of those already hacked Alts. Don't get it twisted, if governments could collapse Cryptos they would, they just realize they have to learn to live with it. Unless of course they take it to the extreme and go around actually fining or maybe even jailing people for having a few Ravencoins??
