Two California men sold drugs and weapons using an encrypted messaging service and shipped the contraband to New Jersey in a scheme that was foiled by undercover U.S. Postal inspectors, authorities said Wednesday. Angelo Chavez, 22, of Stockton, and Phillip Luevano, 21, of Manteca, were arrested Tuesday in California, according to the New Jersey U.S. Attorney’s Office.
