All it takes is a node and the ability to turn in the work provided. A peer to peer system, which is what cryptocurrency already is. The mine-able cryptocurrenies have a full node wallet able to be downloaded to use as an individual node in the software.

Bitcoin is here to stay, there is nothing they can do. The countermeasures have already been prepped and are in effect.
