Digital Euro - As early as 2021?

The CEB (Central European Bank) are right now  thinking about not if, but when they will launch a digital Euro. To quote them;

"In this new era, a digital euro would guarantee that citizens in the euro area can maintain costless access to a simple, universally accepted, safe and trusted means of payment.

The digital euro would still be a euro: like banknotes but digital. It would be an electronic form of money issued by the Eurosystem (the ECB and national central banks) and accessible to all citizens and firms."

Aiming to complement rather than replace cash, they say they still are in the planning phase, but I am very surprised if they decide to lay the project dead. As ECB is the custodian of the Euro, the ECB would manage a digital Euro, and make sure it is safeguarded and regulated, making it different than most cryptocurrency. It would also most possibly not be on a blockchain, as it is "not a crypto asset".
